Flats can give a taller woman a de-elevated look and shorten long legs when worn with a skirt. For the shorter woman, she can appear more dainty and classical depending on how the rest of the ensemble is coordinated.
Last but not least let's not forget the comfortability aspect. High elevation can often come at cost. From "hammer-time" in your shoes to "corn-cobs". Let's be honest as sexy as they may be, heels can wreak havoc on the beauty which is the woman's foot.
